Zoe strongly believes that access to healthcare is both a fundamental human right and a powerful foundation for dignity and trust, that can serve as a bridge between communities in conflict. She has dedicated much of her career to advancing equitable access to healthcare for marginalized communities, with particular expertise in migrants' and refugees' rights, humanitarian health, advocacy, and health equity.
Before joining Rozana, Zoe served for nearly a decade at Physicians for Human Rights–Israel, where she directed the Open Clinic for Migrants and Refugees. She oversaw multidisciplinary healthcare and psychosocial programs, developed policy and advocacy initiatives, built partnerships with international organizations and diplomatic missions, and worked to advance systemic improvements in access to healthcare for vulnerable populations.
Alongside her nonprofit leadership, Zoe taught philosophy for over a decade at several Israeli universities, including Tel Aviv University, where she completed her PhD. She has authored academic and policy publications on health rights, migration, and public health.
